Cambodian Senate Members Meet Local Officials, Discuss Development, Law Enforcement, and Financial Support

A delegation of Cambodian Senators, led by Senator Mam Bun Neang, met separately with local administrative officials from 281 communes and villages in Ang Snuol, Kien Svay, and Sampov Poun districts in Kandal province on July 31, 2026. Senator Mam Bun Neang conveyed greetings and well wishes from the Senate leadership to all attendees and explained the purpose of the meeting. During the meeting, Prak Chanlorn, Vice Head of the Senate delegation, urged commune and village council members to strictly adhere to the seven characteristics of the "Safe Village-Commune Policy" to better serve the public. Following this, Dr. Chan Sothavy, Secretary of the Senate delegation and Chair of the Law and Justice Commission, presented on the "Role of Communes and Villages in Registration in Accordance with Court Decisions and Facilitating Disputes at the Local Level." The presentation aimed to strengthen the effective implementation of laws, protect the legal rights and interests of citizens, and enhance the capacity of competent authorities to provide better public services. Participants expressed gratitude for the presentation, which addressed practical needs encountered by local authorities. Senator Mam Bun Neang also disseminated information about Sub-Decree No. 76 ANK.BK on the "Organization and Operation of the Fraternity Fund." This initiative aims to address concerns raised by commune and village councils regarding limited budget allocations for sub-national administrations. The Sub-Decree, issued on April 30, 2026, intends to ensure fairness and transparency in local development by redistributing resources from high-income sub-national administrative areas to support those with lower economic potential or income, thereby increasing their capacity for local development and public service provision. Furthermore, Senator Mam Bun Neang announced the provision of 100 scholarships through a Memorandum of Understanding between the Senate's 10th Commission and the Cambodian Digital Intelligence Institute (E-school). These scholarships are for individuals wishing to pursue general knowledge and specialized skills courses online. In conclusion, Senator Mam Bun Neang called for continued solidarity among citizens and local authorities to support the brave military and national police forces defending Cambodia's sovereignty and territorial integrity. He particularly urged continued support and confidence in the government's diplomatic efforts on the international stage against Thai military incursions into Cambodian territory. As a closing gesture, the Senate delegation presented donations to the commune and village council members, commune clerks, and chiefs of administrative police posts.
