Ho Chi Minh City Maintains 168 Administrative Units, Postpones Reorganization

The Standing Committee of the Ho Chi Minh City Party Committee has decided not to proceed with the reorganization of administrative units at this time. Consequently, the existing 168 communes, wards, and special zones will be maintained for the foreseeable future. This decision comes in response to the national policy of administrative unit consolidation and reorganization by the Communist Party of Vietnam, but its implementation in Ho Chi Minh City has been postponed. Vietnam has a history of integrating and reorganizing administrative divisions to improve administrative efficiency and strengthen local finances. Particularly in urban areas, optimization of divisions has been discussed to address the growing demand for administrative services due to population growth and urban development. However, reorganizing administrative units in a megacity like Ho Chi Minh City involves complex issues across various domains, including the impact on residents' lives, the restructuring of administrative organizations, and budget allocation. This decision is likely made considering the need for more time to carefully evaluate these challenges. Under Vietnam's one-party system, such administrative reforms are guided by the central government, but flexible responses that consider local realities are also required.
