Hanoi Adjusts Traffic on Hoang Tung Street for Ring Road 3.5 Intersection Construction

Hanoi's Department of Construction has announced temporary adjustments to traffic organization on the two service roads of Hoang Tung Street, as part of a major intersection construction project linking Ring Road 3.5 and Thang Long Avenue. These measures are being implemented to facilitate the smooth execution of drainage system and technical infrastructure relocation works. The traffic control will span a 400-meter section on Hoang Tung Street, from the service road intersection with Thang Long Avenue to Nam An Khanh Street, and will be in effect from July 29 to September 29, 2026. The construction area will be cordoned off and proceed in phases, with detailed diversion routes established to minimize impact on local residents' travel. During the first phase, the right-side lane from the Gemek apartment area to the Techcombank area will be restricted. Residents will be rerouted via internal roads behind the apartment complex. On the left-side lane, from Thien Quy Street to Van Khuc Street, vehicles will be guided through the urban area's internal road system. In the second phase, the right-side lane from the Techcombank area to Nam An Khanh Street will be barricaded for construction. Vehicles from Gemek apartments will be directed through internal roads to the left lane within the project's scope via an opening in front of Techcombank to travel towards central Hanoi. On the left-side lane, from Van Khuc Street to Nam An Khanh Street, traffic will continue to be guided through the urban area's internal road system and Hoang Tung Street. The Department of Construction has urged the Project Management Board for Civil Construction Investment and the consortium of contractors to develop detailed construction plans, implement appropriate barricades, deploy traffic guides, and coordinate with traffic police and local authorities to mitigate congestion. Nighttime construction (10 PM to 5 AM), suspension of work during severe air pollution days, and dust control measures are also mandated. For sections where the construction intersects with intersections and alleyways, work will only be permitted at night, from 10 PM to 5 AM the following day, proceeding section by section to ensure continuous traffic flow. The investor must also proactively communicate the diversion plan to residents, agencies, and schools in the area, and implement measures for dust control, misting, vehicle washing, and halt construction on days when air quality is severely polluted according to city regulations. The Department of Construction requests the Traffic Police Department, the People's Committees of Tay Mo Ward and An Khanh Commune, and other relevant units to coordinate traffic control and guidance, disseminate information to the public, and monitor compliance with traffic order and safety regulations throughout the construction period.
