Cambodia-Korea Strengthen Understanding of Laws on Labor, Social Security, and Vocational Training

Cambodia and South Korea are strengthening their cooperation to enhance understanding of laws and regulations in the labor, social security, and vocational training sectors. This collaboration aims to foster harmonious professional relations and further improve the investment climate in Cambodia. On September 17, 2026, a business support seminar themed "Labor Law and Updates on the Labor Environment in Cambodia" was held at the Sofitel Phnom Penh Phokeethra Hotel in Phnom Penh. The seminar was jointly presided over by H.E. Heng Sour, Minister of Labor and Vocational Training of Cambodia, and H.E. Kim Chang-yong, Ambassador of the Republic of Korea to Cambodia. The event was organized in collaboration with the Ministry of Labor and Vocational Training, the Korean Labor and Employment Service (KLES), and the Korea Trade-Investment Promotion Agency (KOTRA). Addressing the representatives from 45 Korean companies operating in Cambodia, Minister Heng Sour highly commended the Embassy of the Republic of Korea, KOTRA, and KLES for their cooperation in organizing this significant seminar. He considered the forum a testament to the Korean Embassy's high commitment to supporting and encouraging Korean investors to gain further understanding of laws and regulations, thereby promoting legal compliance, which is crucial for ensuring business success, sustainable commerce, harmonious professional relations, and overall success in Cambodia. The minister emphasized that to further improve the investment environment in Cambodia and respond to the growth of trade and global supply chains, Cambodia is undertaking reforms and updating legal documents in the labor sector, including working conditions, out-of-court labor dispute resolution, and occupational safety and health, in line with international labor standards. He also expressed gratitude for the excellent cooperation across all sectors with the Royal Government of Cambodia, particularly in labor, social security, and vocational training. He highlighted that Korea has provided employment opportunities for Cambodian workers, technical assistance, capacity building for officials of the National Social Security Fund and the National Employment Agency, technical and vocational training, and is currently assisting with the drafting of the Law on Occupational Safety and Health. Minister Heng Sour encouraged all Korean companies to further promote a culture of legal compliance, expand their investments, and attract more investment from South Korea. He assured that if companies face challenges or have unclear procedures regarding labor, social security, and vocational training, the ministry's expert officials are ready to provide consultation or can be contacted via the hotline at 1297 for more information. Ambassador Kim Chang-yong stated that the seminar would help identify opportunities for Korean companies to manage their businesses more successfully and strengthen cooperation networks. He reiterated the firm stance of the Korean government in diligently respecting and protecting the rights of employees working for Korean companies.
