Minister Orders Probe into Mas Bechi's Conditional Release Amid Corruption and Rights Concerns

The Minister of Law and Human Rights, Agus Andrianto, has directly ordered the Inspectorate General (Itjen) of the Ministry of Law and Human Rights to examine the conditional release process of Moch Subchi Azal Tsani (MSAT) alias Mas Bechi. The inspection will also cover the granting of remissions, conditional parole, and parole nearing release to Mas Bechi. "We fully understand the concerns of all parties, especially the victims. We respect all input and aspirations provided to us, both from Komnas Perempuan and the Ministry of Women Empowerment and Child Protection. We agree that granting rights to inmates must not neglect victim protection, even though the granting of inmate rights is regulated by law," explained Minister Agus to detikcom, Wednesday (23/9/2026). Agus ensured that the Itjen team would thoroughly review all remissions granted to Mas Bechi by the correctional facilities to ensure they comply with regulations. He emphasized that the examination was not solely due to the controversy surrounding Mas Bechi's conditional release, stating he had already instructed the Itjen team to comprehensively evaluate proposals for remissions, conditional parole, conditional release, and parole nearing release from all levels of the correctional system. He further explained that the process for granting conditional parole, conditional release, and parole nearing release originates from proposals submitted by lower-level correctional institutions and follows established mechanisms. "The proposals for granting conditional parole, conditional release, and parole nearing release start from below. The principle is that we will deploy the Itjen team to investigate whether the remissions granted are in accordance with the provisions or not," he asserted. Minister Agus stressed that Mas Bechi's conditional release could be revoked if he behaves in a way that causes distress, such as intimidating or threatening victims. "We ensure serious attention to the safety of victims and their families. If there are reports of threats or other disturbances to victims or their families, do not hesitate to report to the nearest correctional facility, and I will revoke his conditional release. Inform me directly as well, and I will follow up immediately," he stated. He also reiterated that conditional release does not mean complete freedom. During the conditional release period, Mas Bechi remains under the guidance and supervision of the correctional center and must comply with applicable provisions. Mas Bechi was convicted of sexually assaulting several female students at the Majma'al Bahrain Shiddiqiyyah Islamic boarding school in Jombang, East Java. According to the Head of Class I Correctional Facility in Malang, Christo Victor Nixon Toar, Mas Bechi's sentence began on July 8, 2022, and he is currently serving a seven-year sentence under a conditional release program supervised by the correctional center.
