Bandung City Council Approves New Hospital and Inspectorate Building Construction

The Bandung City Council (DPRD Kota Bandung) in West Java, Indonesia, has officially approved a draft regional regulation (Raperda) concerning the construction of the Inspectorate Building and the General Hospital (RSUD) of Bandung City, utilizing a multi-year budget scheme. The plenary session took place at the DPRD Kota Bandung building on Monday (31/8). The ratification of the Raperda for the RSUD and Inspectorate Buildings will provide legal certainty and a clear financing scheme. The multi-year financing scheme for the physical development of the Inspectorate and RSUD buildings ensures the sustainability of development aimed at improving public service capacity. Currently, the service capacity at RSUD Kota Bandung has exceeded its maximum limit, despite its critical need by the community, especially residents in the eastern Bandung area. Therefore, improving the quality and capacity of RSUD Kota Bandung is believed to significantly expand public health service access. A similar situation is faced by the Bandung City Inspectorate, which has not had a permanent office and has had to continuously move between rented buildings. The new facility is a crucial need in efforts to maximize bureaucratic oversight, transparency, and the prevention of corruption in public services. In addition to the ratification of the Raperda, which was the result of discussions by Pansus 17, a signing ceremony was held for the Memorandum of Agreement on the Revision of the Regional Revenue and Expenditure Budget (KUA) and the Revision of the Prioritization and Temporary Budget Ceiling (PPAS) for 2026, and the KUA PPAS for 2027. The Memorandum of Agreement on the Revision of the KUA-PPAS 2026 serves as an important foundation before the Bandung City Government officially revises the 2026 Regional Budget. Through this agreement, the government and the DPRD realign the direction of regional revenue and expenditure policies currently in effect this year. Through the Revision of the KUA and PPAS for the 2026 Fiscal Year, the DPRD and the Bandung City Government aim to ensure that urgent priority programs for the remainder of the current year can receive adequate budget allocations. This step aims to improve the smooth distribution of social assistance, road and environmental infrastructure improvements, and the handling of current urban issues. Meanwhile, the Memorandum of Agreement on the KUA and PPAS for the 2027 Fiscal Year plays a crucial role as a framework for preparing the terms of reference and temporary budget ceilings as an initial foundation for the draft Bandung City Regional Budget for the 2027 Fiscal Year. Through the KUA PPAS 2027, the Bandung City DPRD wants to guarantee the sustainability of regional development and certainty for community service programs such as education, health, or the citizens' economy for the coming years.
