Papua Conflict: DPD Urges Government to Formulate Roadmap for Comprehensive Resolution

The Special Committee (Pansus) for Papua of the Indonesian Regional Representative Council (DPD) has strongly urged the government to formulate a roadmap for a comprehensive and measurable resolution to the escalating conflict in Papua. Filep Wamafma, Deputy Chairperson of the DPD's Papua Special Committee, stated, "There must be a national evaluation of the Papua conflict resolution and the establishment of a roadmap with target timelines, success indicators, division of responsibilities, and a monitoring mechanism." This proposal was made during an audience with the DPD Special Committee at the Mimika Regency office, attended by representatives from the Indonesian National Armed Forces (TNI), the National Commission on Human Rights (Komnas HAM), and local community leaders. The committee delved into the conditions of refugees, victims of violence, education, and health services. According to Filep, data from Komnas HAM indicates that in the first half of 2026, 42 incidents of violence and armed conflict occurred in Papua, resulting in 59 deaths and 50 injuries. Of the 59 fatalities, 43 were civilians, eight were TNI/Police personnel, and eight were members of armed civilian groups. "Behind every number, there are humans, families, children, who have lost their homes, whose education, health, and livelihoods are disrupted," he said, emphasizing the severe humanitarian impact of the conflict. Filep pointed out that this situation underscores the urgency of a comprehensive review of strategies for resolving armed conflict in Papua. He added that the government needs a comprehensive and measurable strategy. Furthermore, he encouraged the government to establish an investigative team to probe the numerous recent cases of violence. "The President must immediately make a decision by forming an investigative team, a reconciliation team, or a dialogue team to ensure Papua is safe and peaceful," Filep stated. The findings of the DPD Special Committee will serve as material for further discussion. He stressed that the measure of success in handling Papua is not merely whether the conflict stops, but whether the community can return to their villages safely, children can go back to school, and health services are functioning. "It should not be the case that people return, but schools are not functioning, health facilities are unavailable, houses are not built, and security conditions do not provide a sense of safety," he expressed concern.
