Cambodia Securities Exchange Welcomes LOLC's Green Bond Issuance, Total Capital Raised Reaches $720 Million
The Cambodia Securities Exchange (CSX) announced that Microfinance Institution LOLC (Cambodia) PLC has issued a $20 million green bond, bringing total capital raised on the CSX to $720 million. This issuance signifies a commitment to Sustainable Development Goals (SDGs) and ESG principles.
The Cambodia Securities Exchange (CSX) hosted a ceremony on the morning of September 10, 2026, to officially list the sustainability bonds of Microfinance Institution LOLC (Cambodia) PLC. The event was presided over by H.E. Dr. Hang Sithip, Secretary of State of the Ministry of Economy and Finance and Chairman of the CSX Board of Directors, with the participation of numerous representatives from state institutions and the private sector. The issuance and listing of LOLC's sustainability bonds amount to a total of USD 20 million, with an interest rate of 5.75% for a term of 5 years. This marks the second time LOLC has raised capital from the Cambodia Securities Exchange (the first was in 2019 for USD 20 million), bringing the total capital raised from CSX to USD 40 million. H.E. Dr. Hang Sithip highlighted that participation in the stock market demonstrates: 1. Transparency and Governance, signifying legal compliance, financial reporting standards, and operational stability. 2. Investor Confidence, gaining significant support from both domestic and international investors. 3. Contribution to Capital Market Development, creating diverse and secure investment options. Regarding the capital guarantee, H.E. Sou Socheat, Director General of the Securities and Exchange Regulator of Cambodia, stated that this achievement is due to the participation of the Credit Guarantee Corporation of Cambodia (CGCC), which acted as the guarantor for the corporate bonds, playing the role of a 'risk shield' and enhancing the market's credit rating. Meanwhile, H.E. Hong Sok Hour, Director General of CSX, reported that as of now, CSX has a total of 28 listed companies (12 equity securities and 16 corporate bonds), having raised a total capital of approximately USD 720 million. In terms of trading activities, for the first 8 months of 2026, the average daily trading volume of shares exceeded 230,000 shares (an increase of nearly 150% compared to 2025), with an average trading value of USD 300,000 per day. Notably, in August 2026, trading volume surged to over 580,000 shares per day (with a trading value of approximately USD 800,000 per day), and the number of trading accounts reached approximately 82,000. Concurrently, H.E. Dr. Hang Sithip encouraged entrepreneurs and the private sector to maximize the benefits of raising capital through CSX to expand production chains, enhance competitiveness, and reduce reliance on imports. For his part, Mr. Sok Voeun, Chief Executive Officer of LOLC, added that these sustainability bonds were structured with the objective of raising long-term funds to support projects and activities that provide tangible benefits to the environment and society. This issuance demonstrates LOLC's commitment to conducting business responsibly, in line with Environmental, Social, and Governance (ESG) principles, and supporting the Royal Government's sustainable development goals. He confirmed that the funds raised from this issuance will be used to finance environmental projects with approximately 20% and social projects with approximately 80%.
