Lao Defense Ministry Partners with Lao-Asia Telecom for Digital Transformation

The Lao Ministry of National Defense has entered into a strategic partnership with Lao-Asia Telecom (Unitel), a domestic telecommunications provider, to drive digital transformation. The agreement, signed on July 27 at Unitel's headquarters, aims to establish secure digital infrastructure, strengthen cybersecurity, and build digital capabilities to modernize the ministry's administration and command systems. Colonel Phouvieng Chanthavong, Head of the Department of Communications at the Ministry of National Defense, stated that the agreement marks the beginning of systematic research and development focused on digital security, data protection, inter-agency connectivity, and human resource development to support the future deployment of digital systems. Souban Phanthavong, Director General of Lao-Asia Telecom, announced that the company will contribute its technical expertise and specialist teams to develop nine priority digital systems, including Private Cloud infrastructure, Enterprise Resource Planning (ERP), E-Office, email services, and Security Operations Center (SOC) systems. He noted that all data will be stored and managed within the Lao PDR in accordance with national security standards. Major General Xaychai Kommasith, Deputy Minister of National Defense, described the partnership as an important milestone in advancing the Ministry of National Defense's digital transformation agenda and building an integrated and secure digital ecosystem for the armed forces. He instructed both parties to ensure that system architecture is designed for integration, stability, security, and future expansion, while complying with the Constitution, relevant laws, and regulations. He also emphasized the importance of strengthening digital infrastructure, communications technology, and personnel training to improve the effective use of digital systems in military management and command. This initiative reflects Laos' ongoing efforts to modernize its national infrastructure and enhance information management capabilities, particularly in the context of its economic challenges and its close relationships with China and Vietnam.
