Vietnam to 'Thoroughly Evaluate' Highway Following Distance Rules

Vietnam's government has ordered a thorough evaluation of minimum following distance regulations and associated penalties on highways, responding to driver concerns about practical implementation. The Ministry of Construction, in coordination with the Ministry of Public Security and relevant agencies, will assess current rules, fine levels, and real-world conditions to ensure traffic safety. This directive comes after media reports highlighted driver difficulties in accurately estimating distances and potential penalties even when other vehicles cut in. Issues like lane changes, merging, sudden braking, and traffic congestion can unintentionally reduce following distances, complicating the distinction between intentional violations and objective situations. According to Circular 38/2024, minimum distances vary by speed on dry, flat roads with good visibility. For instance, at 60 km/h, vehicles must maintain at least 35 meters, increasing to 100 meters for speeds over 100 km/h up to 120 km/h. Greater distances are required in adverse conditions like rain or fog. Since August 27, traffic police have been enforcing these rules, with over 20 cases, primarily involving buses failing to keep a safe distance, already processed. The police emphasize that the initial focus is on habit formation, with enforcement concentrated on intentional violations captured by surveillance cameras on roads with clear markings and signage. The Ministry of Public Security, Ministry of Construction, and major cities like Hanoi and Ho Chi Minh City have also been tasked with accelerating key transportation projects, including ring roads and access highways, to mitigate traffic congestion and accidents, especially during holidays.
