Cambodia Election Body Opens Registration for Party Agents, Observers

PHNOM PENH, Aug 5, 2026 (KPT) – Cambodia’s National Election Committee (NEC) on Tuesday announced the timetable for political parties and domestic and international observers to register for the upcoming voter list review and registration process. In a notice, the NEC said legally registered parties, civil society organisations and foreign missions would be able to apply for accreditation in the coming months to monitor the nationwide exercise. Political parties registered under the Law on Political Parties may appoint agents to observe voter registration at commune and sangkat offices, as well as other centres designated by the NEC. Applications will be accepted from September 30, 2026, until February 21, 2027, and must be submitted to local councils with documentation confirming party registration. Domestic associations and NGOs can apply between September 7, 2022, and February 26, 2027, by submitting forms at NEC headquarters in Phnom Penh. Accredited domestic observers will be permitted to monitor registration in the capital or provinces where they are registered. International observers may apply from September 7, 2026, until February 9, 2027, either in person at NEC headquarters or by email. Accredited foreign observers will be authorised to monitor the process nationwide. The NEC urged observer organisations to submit reports detailing their findings once the exercise concludes. It said political parties, civil society groups, local councils and election officials were expected to cooperate to ensure the voter list review and registration are conducted smoothly.
