China Rescues Vietnamese Sailors Amid Tensions with Philippines: Why?

China's rescue of distressed Vietnamese sailors in the South China Sea, juxtaposed with ongoing tensions with the Philippines, highlights the complex interplay between humanitarian cooperation and territorial claims, drawing international attention. Singaporean media suggests this incident reveals how overlapping sovereignty claims do not necessarily impede cooperation for humanitarian purposes, contrasting sharply with recent confrontations between China and the Philippines in the disputed waters. The Vietnamese cargo ship "Khôi Nguyên 18" encountered distress on the evening of July 25. China Central Television (CCTV) reported that distress signals from the vessel were first detected by the Chinese rescue ship "Nanhai Jiu 115" that same evening. According to Vietnam's Ministry of Foreign Affairs, Chinese and Vietnamese authorities coordinated rescue efforts, safely bringing 48 of the 62 crew members ashore to reunite with their families. One body was recovered. The accident site was reportedly about 55 nautical miles west of an islet in the Trường Sa (Spratly) Islands, an area claimed by Vietnam but controlled by China since the 1988 Spratly Islands conflict. A Vietnamese official familiar with the matter stated that "Khôi Nguyên 18" was engaged in island reclamation to strengthen sovereignty claims, frequently traveling between Cam Ranh, a major naval base, and the Trường Sa Islands. This rescue operation by China stands in stark contrast to recent, frequent clashes between China and the Philippines in the South China Sea. Most recently, the Philippine military released a video purportedly showing Chinese Coast Guard personnel using batons to strike soldiers on a Philippine inflatable boat near the Second Thomas Shoal. Manila has also repeatedly accused Chinese coast guard vessels of firing water cannons at its ships. Vietnam and the Philippines adopt different approaches towards China regarding their South China Sea disputes. Vietnam pursues a softer diplomatic line, emphasizing maritime sovereignty claims while simultaneously enhancing island reclamation and building military infrastructure. In contrast, the Philippines adopts a firmer stance, including legal efforts, publicizing Chinese aggressive actions, seeking international support, and strengthening defense cooperation. Singaporean media suggests that Beijing might be sending a message to ASEAN that competition can coexist with disputes in the South China Sea without necessarily escalating into confrontation or becoming a frontline in great power competition. This contrasts with the Philippines' approach, which is seen as internationalizing the South China Sea issue and positioning Manila as a pawn in the US-China geopolitical rivalry.
