Cambodia Cracks Down on Online Scam Hub in Svay Rieng, Detains Foreign Nationals and Seizes Evidence

On September 25, 2026, under the direction of Deputy Governor Men Eng and the command of Governor Peng Pouza, with procedural coordination from Deputy Prosecutor Chan Vannak of the Svay Rieng Provincial Court, authorities in Bavet City, Bavet District, Bavet Kandal Village, Svay Rieng Province, Cambodia, implemented administrative measures and initiated investigations to crack down on a suspected online scam operation. The suspected site comprised rental townhouses and apartment buildings, totaling 32 units, with a representative identified as SHEN CHAOLIN, a Chinese national. The operation saw the participation and cooperation of Bavet City Governor Men Chanra, along with forces from the Svay Rieng Provincial Police, the Bavet City Police Inspectorate, and numerous specialized units tasked with preventing and combating related offenses. The results of the administrative measures at four locations revealed a total of 35 foreign nationals residing there (4 females). These individuals represented three nationalities: 9 Vietnamese (1 female, with 5 passports), 33 Chinese (1 female, with 5 passports), and 1 Myanmar national (female, with a valid passport). Specifically: - Location 1 (Townhouse No. 1-03): 4 foreign nationals (1 female), including 3 Chinese males and 1 Vietnamese female, all with valid passports and not implicated in online scams. - Location 2 (Townhouse No. 3-02): 10 Chinese nationals (males), all with valid passports and not implicated in online scams. - Location 3 (Townhouse No. 3-08): 4 foreign nationals (1 female), including 3 Chinese males and 1 Myanmar female, all with valid passports and not implicated in online scams. - Location 4 (Townhouse No. 2-07): 7 foreign nationals (1 female), including 1 Vietnamese male and 6 Chinese (1 female), all with valid passports and not implicated in online scams. Following the inspection and actual verification of five suspected locations involved in online scams, law enforcement officers found 20 foreign nationals (1 female) of two nationalities, and seized a significant amount of equipment and electronic devices. The seized items included: 1. Townhouse No. 5-02: Found 9 Vietnamese nationals (1 female, with 5 passports), 13 All-in-One computers, 5 assorted mobile phones, 7 personal phones, 1 Wi-Fi router, and 1 black Lexus CT200 vehicle with license plate Phnom Penh 2BR-3799. 2. Townhouse No. 5-03: Found 4 Chinese nationals (males, without passports), 9 laptops, 27 assorted mobile phones, 6 personal phones, and 1 Wi-Fi router. 3. Townhouse No. 5-08: Found 4 Chinese nationals (males, with 4 passports), 12 laptops, 53 assorted mobile phones, 4 personal phones, and 1 Wi-Fi router. 4. Townhouse No. 1-06: Although no one was present, 2 monitors, 2 CPU casings, 14 laptops, and 66 assorted mobile phones were found. 5. Townhouse No. 3-01: Found 3 Chinese nationals (males, with 2 passports), 3 laptops, 4 assorted mobile phones, 5 personal phones, and 6 Wi-Fi routers. After examining all the confiscated materials and electronic devices, the specialized authorities discovered several clues and pieces of evidence related to online scam offenses. Currently, the team has decided to hand over all individuals and related evidence to the Anti-Cybercrime Office of the Svay Rieng Provincial Police for further legal proceedings.
