Cambodian Cement Firm Warns Client Over Unpaid Debts, Legal Action Looming

A major cement and concrete company in Cambodia has issued a notice to its client, Mr. Sieng Sokly, regarding substantial unpaid debts. The company has indicated the possibility of legal action if the payments are not settled by the due dates. According to the company, Mr. Sieng Sokly purchased cement and concrete for use in various construction projects and foundation pouring during January and February 2026. The agreement stipulated that payment would be settled within 14 days after the concrete pouring. However, Mr. Sokly failed to adhere to this contractual obligation. The company subsequently granted Mr. Sokly multiple extensions. On April 24, 2026, Mr. Sokly visited the company and signed a letter of guarantee to repay the outstanding amount in two installments: $2,000 by April 29, and $8,307.76 by June 15, 2026. Despite these commitments, Mr. Sokly has not fulfilled the agreed-upon payments. As of July 31, 2026, he still owes the company $2,807.76, with no clear confirmation of repayment plans. The company is issuing this notice to demand prompt settlement of the outstanding debt from Mr. Sieng Sokly. It warns that if the debt remains unpaid, the company will pursue legal action.
