Vietnam Intensifies Fight Against Cybercrime, A Borderless New Threat

In Vietnam, the rapid advancement of science and technology has transformed cyberspace into a new operational base for criminal organizations, with traditional crimes increasingly migrating online. Criminals are adeptly exploiting the digital environment for activities such as planning group confrontations on Facebook, luring victims to fake investment platforms, conducting drug transactions via Telegram, and selling counterfeit goods and personal data online. These operations are often characterized by anonymity and coordination across borders, indicating a growing professionalism and sophistication. The pervasive reach and rapid dissemination capabilities of cyberspace pose a significant threat to societal stability, extending from fraud and drug trafficking to acts that disrupt public order and the spread of subversive information. Recognizing this complex landscape, the Hanoi Police Department convened a conference on September 10th to discuss strategies for enhancing the effectiveness of combating legal violations in cyberspace. The meeting emphasized the need to shift from reactive investigations to proactive prevention and to strengthen coordination with state governance and local area management. Specific initiatives include monitoring cyberspace activities in conjunction with the management of establishments like karaoke bars and pubs to detect violations early. Over the first eight months of 2026, Hanoi police have achieved notable successes in combating cybercrime. Measures have been implemented to prevent specific types of social order offenses. In the economic sphere, efforts are underway to address complex cybercrimes such as stock market manipulation and copyright infringement. For drug-related crimes, strategies are in place to maintain stability and prevent the emergence of new hotspots. Notably, the police have also uncovered and prosecuted novel forms of high-tech crime, including the illegal production and sale of tools for illicit purposes, disruption of computer networks, and the illicit acquisition of bank account information. During the conference, experts and stakeholders analyzed current criminal tactics and legal violations in cyberspace, sharing experiences and proposing concrete measures to improve intelligence gathering, early detection, and decisive action against cybercrime. The Vietnamese government is resolute in its commitment to strengthening law enforcement in cyberspace to ensure public safety and social order.
