Cambodia Bans Import and Sale of Counterfeit and Used Telecommunication Devices

The Ministry of Posts and Telecommunications (TRC) of Cambodia has issued a notification prohibiting the import, supply, and sale of counterfeit and used telecommunication devices, including mobile phones, tablets, computers, and walkie-talkies. This measure is intended to address issues such as devices not complying with Electromagnetic Compatibility (EMC) standards, degraded performance due to hardware or software modifications, low quality leading to financial losses for consumers, and their use as tools for online scams. Furthermore, these devices contribute to environmental pollution as e-waste from abroad. The TRC aims to enhance public safety, prevent interference with critical radio frequency services, ensure fair competition, protect consumers, and contribute to environmental protection. According to the notification, all companies, enterprises, wholesalers, and retailers currently involved in these illegal activities are urged to immediately cease their operations and proceed with legalizing their businesses. Specifically, they must apply for Quality Assurance (QA) certification as importers, suppliers, and distributors within 60 days from the date of this notification. Moving forward, only new, legally sourced devices with Type Approval (TA) certification from the TRC will be permitted. For businesses that fail to comply with the legalization process or continue to deal in illegal devices within the stipulated timeframe, the TRC will implement strict measures. These include confiscation of illegal equipment, imposition of fines, website closures, and other legal actions. The TRC also calls upon all legally operating companies to cooperate by reporting the identities and addresses of individuals, companies, or warehouses involved in the illegal trade of telecommunication equipment.
