Aceh Governor Urges President Prabowo to Re-evaluate South Andaman Oil and Gas Management
Aceh Governor Muzakir Manaf has formally requested President Prabowo Subianto to review the development plan (PoD) for the Tangkulo South Andaman oil and gas field. The governor seeks a re-evaluation of revenue sharing and proposes onshore processing to benefit Aceh.
Aceh Governor Muzakir Manaf, also known as Mualem, has officially sent a letter to Indonesian President Prabowo Subianto concerning the management of oil and gas (migas) at the Tangkulo South Andaman Field. The letter outlines four specific requests aimed at benefiting the country, particularly Aceh. According to Aceh Government Spokesperson Nurlis Effendi, the letter, numbered 500.16.7.2/7039, was received by the Ministry of State Secretariat on June 30, 2026. It addresses the review and revision of the approval for the Plan of Development (PoD) I for the Tangkulo Field Work Area (WK) in South Andaman. This correspondence to President Prabowo also serves as a response to the policy of the Minister of Energy and Mineral Resources, Bahlil Lahadalia. Minister Bahlil, through his letter dated March 9, 2026, had approved the PoD I for processing raw gas using a Floating Production, Storage and Offloading (FPSO) facility offshore, to be carried out by SKK Migas. Nurlis Effendi highlighted the four main points raised by the Aceh Governor: Firstly, the Aceh government considers the revenue split (4 percent for gas and 6 percent for oil) stipulated in PoD I to be very small and requires review to align with national and Aceh's interests. Secondly, the Aceh government proposes a scenario for processing raw gas onshore at the Arun Special Economic Zone (KEK). This location possesses existing infrastructure from PT Arun NGL and is designated as a National Strategic Project under the 2025-2029 National Medium-Term Development Plan (RPJMN) and the Prabowo-Gibran administration's "Asta Cita" agenda. Thirdly, Governor Mualem hopes that President Prabowo will direct the Minister of Energy and Mineral Resources to review and revise the Agreement on the Tangkulo Field PoD I Plan in the South Andaman Working Area. Lastly, the letter requests a special allocation of oil and natural gas for Aceh. The Andaman region encompasses six main oil and gas blocks: Andaman I, II, III, Central Andaman, South Andaman, and South West Andaman. The Tangkulo gas field is projected to produce approximately 300 MMSCFD of gas. Of this volume, around 160 MMSCFD has a committed sale through a Gas Sale Agreement (GSA) to PLN. The remaining gas presents significant opportunities for the growth of various downstream industries. In addition to gas, the South Andaman field is expected to yield about 7,500 barrels of condensate per day. This condensate can be processed into naphtha, kerosene, and gasoline, serving as raw materials for the petrochemical industry, paint manufacturing, and fuel oil production. "The condensate will be the driving force for the birth of refineries. The real economic impact will emerge when various downstream industries begin to stand up and operate," Effendi stated.
