Vietnam Accelerates Shift from Administration to 'Development Governance'

Based on Conclusion No. 76-KL/TW dated July 28, 2026, from the 3rd Plenum of the Central Committee (14th tenure), Vietnam's Communist Party is accelerating its transition from administrative management to 'development governance'. This directive emphasizes the continued improvement and effective operation of the overall organizational model of the political system and the two-tier local government model, indicating Vietnam's direction towards modernization and efficiency. The capital city, Hanoi, is at the forefront of implementing this policy. The city is promoting strategic cooperation for the development of a digital government and an AI-driven city, fostering socio-economic development through its two-tier local government model. Specifically, training programs are being conducted to enhance basic healthcare capabilities under this two-tier government framework. Hanoi is striving to realize a modern digital government, adopting proactive and creative approaches in its local governance operations. This shift to 'development governance' is part of Vietnam's strategy to enhance administrative efficiency and sustain economic growth under its one-party system. While navigating a complex relationship with China, the Vietnamese government prioritizes economic growth and aims to improve decision-making speed and execution capabilities through the utilization of digital technologies and decentralization. This is also a crucial factor in deepening international cooperation and attracting foreign investment.
