Vietnam Seeks Stronger Ties with Japan on Science, Technology, and Innovation Cooperation

Vietnam is aiming to deepen its partnership with Japan to strengthen cooperation in science, technology, innovation, and digital transformation, marking a crucial step towards achieving its strategic goals for 2030 and 2045. Deputy Prime Minister Le Tien Chau emphasized that both countries should promote cooperation in these fields through concrete projects, including joint research, research and development (R&D), and the development of Vietnam’s innovation ecosystem. Vietnam is particularly seeking Japan's support in resolving legal bottlenecks related to technology transfer and intellectual property protection, as well as facilitating visas and welfare arrangements for experts and skilled workers. Under its one-party system, the Vietnamese Communist Party and government prioritize economic growth and technological innovation as key drivers of national development. This push for stronger ties with Japan is seen as part of that broader strategy. Notably, Politburo Resolution No. 23, which aims to enhance links with overseas Vietnamese (OV), promotes sustainable networks connecting experts and young people, thereby expanding opportunities for OVs to contribute to national development while maintaining their connection to the homeland. Amid global economic uncertainties, Vietnam's export-driven economy relies on adopting advanced technologies and upgrading its domestic industries to maintain and grow. Japan, as a major trading partner and foreign investor in Vietnam, is a vital partner for technological cooperation. Furthermore, Vietnam faces an urgent need to train and secure a skilled workforce, with an estimated 70,000 workers required by 2030 to support its urban railway network development. International collaboration is essential for these human resource development schemes. Vietnam is expected to further strengthen its relationship with Japan as it diversifies its international partnerships, particularly to accelerate economic growth and technological advancement.
