Jakarta Garbage Trucks Allegedly Sold Illegally for Tens of Millions Rupiah Each

Allegations have surfaced that garbage trucks belonging to the DKI Jakarta Provincial Government have been improperly sold for tens of millions of rupiah per unit. The suspected sale of operational vehicles reportedly emerged from within the West Jakarta Environment Agency. Information indicates that not only an ASN (civil servant) with the initials AM, alias SDL, but also the former Head of the West Jakarta Environmental Service Sub-Directorate, Hariadi, and a third party with the initials NR, are implicated. The core questions are: Who gave the approval? Who bought them? And most importantly, where did the money from the sale go? According to the information, SDL, who is said to be in the Goods Procurement (PB) section, allegedly inventoried garbage trucks deemed unfit for operation and considered them for auction. After the vehicles were identified, SDL reportedly reported the findings to Hariadi, who was then serving as the Head of the West Jakarta Environment Department. After receiving approval, SDL is said to have contacted a third party with the initials NR, who is described as SDL's business partner. The reported values of the vehicles are substantial. Large trucks are estimated to fetch between Rp. 40 million and Rp. 45 million per unit, while smaller trucks are said to go for around Rp. 25 million per unit. Data from the DKI Jakarta Environment Service for 2024 indicates that West Jakarta has 104 Large Dump Trucks and 103 Small Dump Trucks, totaling 207 dump trucks. Including 4 Mini Dump units, the total number of waste transport vehicles recorded in West Jakarta reaches 358 units. When contacted for confirmation, Hariadi did not provide substantive explanations regarding the vehicle sale mechanism. He instead directed reporters to SDL, stating that SDL understood the issues on the ground. "Let SDL contact his brother later. Because he knows the field problem," Hariadi told reporters via telephone on September 24. Despite follow-up inquiries seeking explanations on the alleged approval, auction mechanism, the third party involved, and the basis for pricing, a complete explanation from Hariadi has not been obtained as of this report's compilation. Sale of Government Vehicles Must Follow Regulations The allegations need to be examined against the provisions governing the management of official vehicles. DKI Jakarta Regional Regulation Number 6 of 2026, effective March 11, 2026, stipulates regulations for the use, sale, and disposal of official vehicles. This regulation repeals Regional Regulation Number 119 of 2020 and Regional Regulation Number 27 of 2022. Article 30 of the new regulation states that official service vehicles and operational service vehicles with an economic life of seven years can be proposed for sale, provided that the availability of replacement vehicles is considered and the main duties and functions are not disrupted. Proceeds from such sales must be deposited into the regional treasury. Furthermore, Article 31 mandates that the sale of official and operational vehicles be conducted through auctions by the KPKNL (State Asset Management and Auction Office) of the Ministry of Finance, in accordance with prevailing laws and regulations. However, if the transaction in question occurred before the effective date of Regional Regulation Number 6 of 2026, then its mechanism and legality must be assessed based on the provisions in force at the time. In terms of civil servant discipline, Government Regulation (PP) Number 94 of 2021 concerning the Discipline of Civil Servants prohibits civil servants from illegally possessing, selling, buying, mortgaging, renting, or lending state property. They are also prohibited from engaging in activities detrimental to the state. Therefore, if evidence emerges that DKI Provincial Government vehicles were sold or transferred without valid procedures, the issue extends beyond mere asset administration. KAMAKSI Calls for Law Enforcement Intervention Joko Priyoski, Chairman of the DPP Kaukus Muda Anti Korupsi (KAMAKSI - Anti-Corruption Youth Caucus), urged law enforcement officials to investigate the alleged irregularities in the management of DKI Provincial Government assets. Joko called for the police to investigate not only SDL but also to trace the parties who held authority at the time the vehicles were registered and allegedly traded. "Check the former Head of the Environment Department of West Jakarta, Hariadi, and his subordinates with the initials SDL," Joko stated. He emphasized that such examinations are necessary to determine whether the allegations constitute mere administrative issues of asset removal or if there are indications of illegal acts causing regional losses.
