Vietnam Army to Recruit Top Civilian Graduates as Captains

Vietnam's Ministry of National Defence has introduced new regulations to attract top civilian university graduates into the military. Those graduating with 'excellent' honors from non-military institutions may be considered for the rank of Captain (Thượng úy) upon enlistment, a move seen as a strategy to secure highly skilled personnel.
