Following this, Phnom Penh City, through a letter dated June 15, 2026, granted in-principle approval for the Russey Keo District Authority to carry out enforcement measures. The city has ordered the prohibition of Prom Bor and his family's continued occupation of the land and the confiscation of the illegally occupied land for handover to citizens holding legitimate ownership titles and those with decisions from Phnom Penh City. Prosecutors from the Phnom Penh Municipal Court's Prosecutor's Office are expected to be present during the enforcement.
