Phnom Penh to Reclaim 2,219 sqm of Illegally Occupied Land

Phnom Penh City has decided to prohibit the occupation of 2,219.79 square meters of land by Prom Bor and his family, and to proceed with its confiscation. The land is located in the Russey Keo development area, Triangle Block, Boeung Chhuk village, Kilometre 6, Russey Keo district, Phnom Penh. Phnom Penh City has determined that the family of Prom Bor, including Prom Bor, Prom Oun, Prom Lang, and Tang Hai Thang, are illegally occupying the aforementioned land. Based on the Supreme Court's ruling dated September 30, 2026 (No. 312(P)) and decisions from the National Authority for Land Dispute Resolution, Prom Bor and his family were previously ordered to cease management and revenue-generating activities on the two plots they occupy (Plots No. 9 and 11), vacate the illegally occupied land, and dismantle their structures. However, Prom Bor and his family did not comply with these demands and continued to press for additional land. Consequently, the Russey Keo District Authority's attempts to negotiate with them failed to reach an agreement. Following this, Phnom Penh City, through a letter dated June 15, 2026, granted in-principle approval for the Russey Keo District Authority to carry out enforcement measures. The city has ordered the prohibition of Prom Bor and his family's continued occupation of the land and the confiscation of the illegally occupied land for handover to citizens holding legitimate ownership titles and those with decisions from Phnom Penh City. Prosecutors from the Phnom Penh Municipal Court's Prosecutor's Office are expected to be present during the enforcement.
