Hanoi to Support Low-Income Residents in Replacing High-Emission Motorbikes

Hanoi is set to develop a comprehensive plan to support low-income residents in replacing their old motorbikes and mopeds that do not meet emission standards, as part of a broader effort to combat air pollution. The municipal Department of Construction has been tasked with establishing a citywide network of vehicle emission testing centers and overseeing inspections and database management. The department will also advise the city on policies promoting cleaner transport and accelerating the shift from fossil fuel-powered vehicles to greener alternatives. A key focus will be on drafting a support scheme for low-income individuals to replace their outdated motorcycles and mopeds that heavily contribute to pollution. Furthermore, the city is considering proposals for free first-time emissions testing for all motorcycles and mopeds. The Department of Public Security will enhance inspections to ensure vehicles comply with emission standards, particularly in low-emission zones. Utilizing emissions data from the Vietnam Register, it will enforce violations and establish a data-sharing mechanism with the Department of Construction and the Department of Agriculture and Environment. To facilitate these initiatives, the Department of Finance will collaborate with the Ministry of Finance to explore tax incentives, fee reductions, and financial support policies for developing testing centers and assisting residents with vehicle replacements. The Department of Industry and Trade will monitor fuel quality, while the Department of Culture and Sports will lead public awareness campaigns on the emissions testing roadmap. Hanoi is among the pioneering localities in Vietnam to implement such a roadmap, underscoring the city's commitment to reducing air pollution and curbing emissions from road transport.
