Vietnam Accelerates Human Resource Development and Utilization Policies for Socio-Economic Growth

The Vietnamese government has issued Resolution No. 204/NQ-CP dated July 30, 2026, outlining the plan to implement Resolution No. 1796/NQ-UBTVQH15 dated August 11, 2025, by the Standing Committee of the National Assembly on the specialized supervision of the implementation of policies and laws on human resource development and utilization to meet socio-economic development requirements. This resolution signifies a comprehensive approach aimed at cultivating and effectively utilizing high-quality human resources essential for Vietnam's socio-economic development. Particular emphasis will be placed on attracting advanced talent to strategic science and technology sectors, as well as securing skilled professionals from abroad. Major cities such as Da Nang and Hanoi are already actively implementing policies for high-quality human resource development. The government's latest resolution will serve as a foundation for promoting these initiatives nationwide. This effort aims to further strengthen Vietnam's foundation for rapid economic growth by enhancing its domestic human capital. Within its one-party system, Vietnam prioritizes economic growth, recognizing that high-quality human resources are crucial to sustain this expansion. Especially considering its geopolitical relationship with China, nurturing domestic talent and introducing foreign expertise and technology are deemed vital for boosting the nation's competitiveness in innovation and advanced industries. This policy is thus positioned as part of such national strategies.
