New Guidelines to Mobilize Overseas Vietnamese Resources for National Development

The Politburo of the Communist Party of Vietnam adopted Resolution No. 23-NQ/TW on overseas Vietnamese affairs on August 2, 2026. This resolution marks a new phase in Viet Kieu policy, more than two decades after the adoption of Resolution No. 36-NQ/TW on March 26, 2004. The new resolution emphasizes creating mechanisms to effectively harness and utilize the vast potential of the Vietnamese community living abroad. This comprehensive approach aims to further promote the contributions of Viet Kieu to national transformation and development. Under Vietnam's one-party system, leveraging the economic and human resources of citizens living abroad has been a key issue in national development strategies. For Vietnam, which continues to experience high economic growth, the presence of Viet Kieu with international networks and expertise is crucial for technological innovation and enhancing international competitiveness. Amidst complex relations with China, Vietnam seeks to strengthen its economic independence and influence in the international community, and Viet Kieu are expected to play a significant role in these strategies. This resolution suggests not only a call for financial assistance but also the establishment of institutional frameworks that allow Viet Kieu to actively participate in Vietnam's economic growth and social development. This is expected to deepen their connection with their homeland and provide them opportunities to utilize their expertise and experience, while also expanding Vietnam's access to an international talent pool.
