Cambodia Expands Cash Assistance for Vulnerable Households Amidst Rising Fuel Costs

The Cambodian government has announced the introduction of a new cash assistance program targeting poor, vulnerable, and at-risk households to alleviate the pressure from rising oil and gas prices on their livelihoods. The program, set to commence on September 25, 2026, will provide four installments of aid to approximately 4.6 million eligible households nationwide. This cash assistance aims to support individuals affected by the multifaceted crises Cambodia has been experiencing, including shifts in the global trade regime, heightened geopolitical tensions, acts of war, violations of Cambodia's sovereignty and territorial integrity, conflicts in the Middle East, and other global crises. Beneficiaries in the capital, Phnom Penh, will receive an additional 60,000 riels (approximately $15 USD) per household, plus 5,000 riels (approximately $1.25 USD) per family member. Households in other urban areas outside Phnom Penh will receive 48,000 riels (approximately $12 USD) per household, plus 5,000 riels per member. Rural families will receive 40,000 riels (approximately $10 USD) per household, plus 5,000 riels per member. The disbursements will occur in four rounds throughout 2026: the first on September 25, the second on October 16, the third on November 16, and the fourth on December 16. This assistance will be provided in addition to benefits already received by households holding "Equity Cards" and "Vulnerable Household Cards." Historically, the Cambodian government, through the National Social Protection Council, has consistently prioritized the welfare and living standards of its citizens. Previous interventions include cash assistance programs for poor and vulnerable families during the COVID-19 pandemic, cash aid for vulnerable households severely affected by floods, cash support for households facing inflationary pressures, and special intervention programs for families displaced by border conflicts.
