Cambodian Senate Begins Review of Draft Law Amending Commune/Sangkat Administration Law
The Cambodian Senate commenced its review of a draft law amending the Commune/Sangkat Administration Law on September 4th. The proposed amendments aim to enhance administrative efficiency, transparency, and accountability. The National Assembly had previously passed the bill unanimously on August 20th.
The Cambodian Senate convened an extraordinary plenary session on the morning of September 4, 2026, following a decision by its Standing Committee, to begin reviewing and providing opinions on the draft law amending the Commune/Sangkat Administration Law. Prior to its submission to the Senate, the draft law was unanimously approved by the National Assembly on August 20, 2026, with 110 members casting in favor. This draft law introduces amendments to four articles of the Commune/Sangkat Administration Law, which was promulgated by Royal Decree on March 19, 2001. The articles to be amended are Articles 33, 34, 35, and 38. The Royal Government has stated that these amendments are intended to enhance the administration of communes and sangkats, making them more efficient, transparent, and accountable in serving the citizens. Notably, in addition to reviewing the draft law, the Senate session, led by its Acting President Uch Borith, also announced the recognition of a new senator, Ms. Tep Samoun, who replaces the late Mr. Tim Phon.
