The session highlighted the importance of labor migration for economic growth and human resource development, emphasizing the need for enhanced international cooperation.
Heng Sour, Minister of Labour and Vocational Training, presented on "Strategies to Promote the Labor Market and Protect Overseas Cambodian Workers" at a capacity-building session for senior diplomats of the Ministry of Foreign Affairs and International Cooperation on the morning of July 16, 2026, at the National Institute of Diplomacy and International Relations. The session aimed to enhance the knowledge of diplomats before they embark on their diplomatic missions at Cambodian embassies abroad. During the event, the Minister highlighted labor migration as a long-standing traditional phenomenon that continues to grow, particularly in the era of globalization and regional and global economic integration. He emphasized that labor migration is a crucial driving force and strategy that contributes to economic-social development, ensuring sustainable economic growth and efficient, high-productivity human resource development. Furthermore, he stated that labor migration is a form of service trade, a component of economic diplomacy that countries utilize to expand labor markets, develop human resources, promote skill exchange, and increase national economic benefits. This promotion relies on international cooperation through economic diplomacy and relevant international legal frameworks such as the Vienna Convention, the WTO framework, and ILO standards. The Minister underscored the significant role of overseas workers in contributing to economic growth through substantial remittances flowing into the country. He also affirmed the Royal Government's high attention to Cambodian migrant workers abroad by strengthening the implementation of legal documents and management mechanisms for recruitment, training, and dispatching migrant workers overseas. Cambodia possesses a solid foundation for protecting the rights and interests of migrant workers, including laws, sub-decrees, announcements, national policies, international instruments, Memoranda of Understanding (MOUs), and agreements with international organizations, partners, brands, and host countries. Minister Heng Sour stated that sending Cambodian migrant workers abroad through legal mechanisms not only creates job opportunities, increases income, and improves family livelihoods but also contributes to the transfer of technical skills, work experience, and new knowledge. These returning migrants then participate in Cambodia's economic and social development by starting their own businesses with their savings.
