Cambodia Nears International Aviation Agreement Accession
Cambodia's National Assembly has ratified two key international aviation agreements, the Cape Town Convention and the Aircraft Protocol. This move is expected to strengthen the legal framework for aircraft financing and leasing, boost investor confidence, and foster growth in the aviation sector.
Cambodia is poised to significantly advance its aviation sector following the National Assembly's unanimous ratification of two crucial international agreements: the Convention on International Interests in Mobile Equipment (Cape Town Convention) and its Protocol to the Convention on International Interests in Mobile Equipment on Matters Specific to Aircraft Equipment (Aircraft Protocol). The decision, made during the assembly's sixth session on July 14, is expected to bolster the country's integration into the global aviation and financial markets. Mao Havannall, Minister in Charge of the State Secretariat of Civil Aviation (SSCA), highlighted the dual benefits of this ratification. Legally, the agreements will fortify Cambodia's framework for secured lending, conditional sales, and leasing of aircraft equipment. They establish a unified international legal regime for high-value mobile assets, including aircraft airframes, engines, and helicopters, by enabling the registration of internationally recognized security interests in a global electronic registry. Economically, the ratification is anticipated to boost investor and lender confidence. By ensuring internationally recognized rights regarding repossession, deregistration, and export of aircraft, along with compensation mechanisms, the agreements will facilitate greater financing for the purchase or lease of high-value mobile equipment. This is expected to reduce aircraft leasing costs for Cambodian airlines, thereby supporting fleet expansion and making the country more attractive to lessors and financiers. Furthermore, it will promote the sustainable development of Cambodia's aviation transport system, tourism, trade, and international cultural exchanges. Minister Havannall noted that these agreements will assist Cambodian airlines, including the national carrier Air Cambodia, in negotiating more favorable financing terms for new aircraft purchases from manufacturers like Boeing and COMAC. This will also strengthen the confidence of aircraft suppliers leasing or intending to lease aircraft to Cambodia's national airline. However, the minister cautioned that upon becoming a state party, Cambodia must fully adhere to the provisions without reservations or contradictory measures. As of June, 124 countries are parties to the Convention, and 104 to the Aircraft Protocol. Within ASEAN, Malaysia, Indonesia, Singapore, Myanmar, and Vietnam have already acceded to both. In the first five months of 2026, Cambodia recorded 27,843 flight movements, a 1% year-on-year increase. Passenger traffic reached 2.87 million, down 6%, while air cargo volume surged by 34% to 38,951 tonnes.
