Laos, China Agree to Enhance Security Cooperation, Focus on Online Crime and Drugs

Laos and China have taken concrete steps to strengthen law enforcement and security cooperation between the two countries. On September 6, 2026, in Beijing, Mr. Wang Xiaohong, Member of the Secretariat of the Central Committee of the Communist Party of China and Minister of Public Security of China, met with Mr. Vanthong Kongmany, Secretary of the Central Committee of the Lao People's Revolutionary Party and Minister of Public Security of Laos. During the meeting, both sides agreed to effectively implement the common understandings reached by the top leaders of the two Parties and two countries, strengthen planning for bilateral cooperation, and deepen cooperation in key areas such as combating online gambling and telecommunications fraud, suppressing drug trafficking, tracking and apprehending fugitives, and recovering illicit assets, as well as maintaining border security. In particular, strengthening security cooperation along the Laos-China Railway was mentioned as contributing to the building of a China-Laos community with a shared future in the new era. Minister Vanthong Kongmany expressed his appreciation for the long-standing support and assistance from China and affirmed Laos' readiness to work with China to deepen law enforcement and security cooperation and further advance bilateral relations. Following the meeting, the two countries signed relevant cooperation documents. This strengthening of cooperation reflects the recognition that security stability is the foundation for economic development, amidst the economic challenges Laos is facing. In recent years, investment from China into Laos has increased, particularly in infrastructure development. However, cross-border criminal activities and fraud exploiting economic difficulties have become issues. The enhanced security cooperation with China aims to address these challenges and maintain domestic stability, thereby increasing the sustainability of economic growth. Furthermore, Laos traditionally maintains close ties with Vietnam. On September 1, 2026, a delegation from Luang Prabang province visited the Consulate General of Vietnam, congratulating them on Vietnam's National Day. This indicates Laos' stance of maintaining relations with various neighboring countries while prioritizing its ties with China, with which it has strong economic and security links. Additionally, Laos is deepening its collaboration with the United Nations Development Programme (UNDP). On September 7, 2026, the newly appointed Resident Representative of the UNDP to Laos presented his credentials to the Deputy Minister of Foreign Affairs. This is expected to continue support for domestic infrastructure and human resource development through development aid.
