Cambodia Gears Up for 2027 Commune Election, Party Strengthening Strategy Discussed

On July 4, 2026, the Cambodian People's Party (CPP) convened a meeting in Kampong Thom province to summarize the work results of the first half of 2026, set future work directions, and disseminate joint plans for the upcoming 6th mandate Commune/Sangkat Council election in 2027. The meeting was led by His Excellency Vongsey Vissoth, a member of the Standing Committee of the Central Committee and head of the party's working group for Kampong Thom province. Attendees included deputy heads, members of the party's provincial working group, and representatives from city, district, commune party committees, and branches. His Excellency Vongsey Vissoth lauded the efforts of the party's working groups at all levels, including the provincial team and sector-specific teams, as well as local party organizations. He stated that Kampong Thom province is experiencing positive momentum, moving towards achieving new accomplishments for the province and its people. This, he noted, is a significant part of the CPP's noble cause and mission to serve the people and to strengthen and expand trust and support, aiming to realize the vision of Samdech Techo Hun Sen and Samdech Thipadei Hun Manet to transform Kampong Thom into a strong pillar and base of support for the CPP, and to ensure it is no longer a lagging province in development, investment, commerce, and tourism. He instructed working groups at all levels to prioritize the effective implementation of the action plan for the 2027 Commune/Sangkat Council election, emphasizing that the current situation differs from previous elections. He pointed out that structural changes in the electorate and significant, unprecedented issues such as border disputes, combating online scams, and economic and livelihood challenges could influence the election outcome. Therefore, concrete actions and clear explanations to the people are necessary to maintain national unity and solidarity, while simultaneously strengthening economic resilience and improving people's livelihoods. His Excellency Vongsey Vissoth further stated that the 2027 election is a crucial strategic test for the 2028 general election and will determine the party's long-term standing. He stressed the need to manage both the overall situation and the specific circumstances within Kampong Thom province. This requires assessing the situation in each commune/sangkat, identifying strengths, weaknesses, and major risks to pinpoint the root causes of problems and implement sharp, necessary measures to address them, thereby influencing public sentiment and the election results. He also advised the working groups and local party committees, as well as competent authorities, to continue implementing the three main tasks of the provincial working group. These include resolving economic and livelihood issues, supporting the strengthening of the local economy, enhancing production capacity, attracting investment, and building a favorable ecosystem through continued efforts in physical infrastructure development, human capital building, skill and technical capacity enhancement, production capability, market network construction, and training. Concurrently, attention must be paid to providing quality and efficient services, including security, public services, social services, education, health, justice, out-of-court dispute resolution, land services, and business services, facilitating and supporting entrepreneurs. He also urged continued focus on supporting poor families, families facing hardship, and the families of fallen and active soldiers to ensure no one goes hungry. Regarding the second task of party building and strengthening, he called for continuous efforts to improve the quality and awareness of party members, strengthen organizational structures, and particularly focus on planning and action plans for the 2027 Commune/Sangkat Council election. He also warned against complacency and the need to be prepared to counter all forms of malicious schemes from hostile elements. In conclusion, His Excellency Vongsey Vissoth called on the working groups, party committees at all levels, and all party officials to unite with a single goal and on a single path, to work together with determination to bring brilliant success to the party, especially to secure greater strength for the party in the 2027 Commune/Sangkat Council election and the 2028 general election.
