Cambodian National Strength Party Youth Leader Arrested for Inciting Social Unrest

In Phnom Penh, Cambodia, a youth leader of the opposition National Strength Party has been arrested and charged for his critical social media posts targeting national leadership. The individual identified as Chok Saray, 32, head of the youth movement for the party's Chikreng district, is accused of posting "malicious and aggressive criticisms" against Cambodia's top national leaders on social media platforms, particularly Facebook. According to internal security police, Saray was apprehended on the night of September 17th at his residence in Koksotlor village, Chikreng district, Siem Reap province. He was subsequently transferred to the Phnom Penh Municipal Police headquarters for questioning before being sent to the Phnom Penh Municipal Court. The court has charged Saray with "conspiracy" and "incitement to cause serious social disorder" under Articles 453, 494, and 495 of the Penal Code. If convicted, he could face a prison sentence of 5 to 10 years. Currently, Saray is being held in pre-trial detention at Correctional Center 1 (M1) in Prey Sar, on the outskirts of Phnom Penh, awaiting his trial. This case highlights the tension between freedom of expression in Cambodia and the government's efforts to maintain social order.
