Overseas Vietnamese Community Poised to Boost International Integration

Following up on Politburo Resolution No. 36-NQ/TW from March 26, 2004, on overseas Vietnamese affairs, the Politburo adopted Resolution No. 23-NQ/TW on the same matter on August 2, 2026. The resolution ushers in a new phase with a more comprehensive approach, focusing on creating mechanisms to unlock and make effective use of the vast potential of the Vietnamese community abroad. Minh Ha Patmore, an artist from the Vietnam-Australia Cultural Exchange Organisation (VACEO), said overseas Vietnamese artists can serve as natural “cultural ambassadors”, connecting Vietnam with international friends through art. Affirming that overseas Vietnamese are an integral part of the nation and partners in its development and creation, Vietnamese Ambassador to Belgium and Head of the Vietnamese Mission to the European Union (EU) Nguyen Huong Tra pledged to listen to them openly and responsibly, and convey their recommendations to authorities at home. In the context of Vietnam's one-party system, the diaspora's role in national development and international integration is increasingly emphasized. The government views overseas Vietnamese as crucial assets for investment, technology transfer, and expanding international networks. This renewed focus on the diaspora aligns with Vietnam's broader strategy to strengthen its global standing and economic resilience, especially in navigating complex geopolitical relationships, including its ties with China. The new resolution aims to foster a more proactive and strategic engagement with the overseas community, ensuring their contributions are effectively channeled towards Vietnam's continued international integration and development.
