Cambodia Accelerates Land Title Distribution; PM Announces Distribution in Kandal on July 29

Prime Minister Hun Manet of Cambodia has announced an accelerated national land title distribution plan, stating that land ownership certificates will be distributed to residents of Kandal province on July 29. Citizens in other provinces and cities will receive their titles sequentially thereafter. The announcement was made during a speech at the graduation ceremony for 1,500 students from South East Asia University at the Sokha Siem Reap Hotel in Siem Reap province on the morning of July 21, 2026. Students were awarded associate, bachelor's, and master's degrees. Regarding the distribution of land ownership certificates, the Prime Minister stated, "I believe this is the first time in Cambodian history that everyone will have their own private property deed, a private real estate certificate." He explained that in the past, citizens had usufruct rights but the land belonged to the state. However, the government is now striving to distribute land to the people, recognizing that "the people's benefits and private property are important for promoting improvement and flexibility in usage." It is recalled that on the morning of July 17, 2026, Kandal Provincial Governor Kuoch Chamroeun led a provincial governorate meeting for July 2026, focusing on accelerating the issuance of land ownership certificates and resolving land disputes for the citizens. The meeting set directions for more effective work implementation in line with the government's political program and strategy.
