Cambodia Distributes 6,297 Land Titles to Boost Property Rights and Economic Activity

In Tangkout District, Kampong Thom Province, Cambodia, on September 16, 2026, HE Noun Pharat, Governor of Kampong Province and Chairman of the Administrative Committee, presided over the distribution of 6,297 land ownership certificates at Wat Kuha Nokor in Pongro Commune. This event marked a significant step in formalizing property rights for local residents. HE Im Sotheana, Director of the Provincial Department of Land Management, Urban Planning, Construction, and Cadastre, reported that the systematic land registration process aims to benefit landowners, land occupants, and institutions. The certificates distributed were for residents in five villages: Triel village and Prey Veng village of Triel Commune, and Srah Sambour village, Thnal Keng village, and Am Thong village of Pongro Commune, all within Tangkout District. A total of 6,297 certificates were issued to 3,684 families. The breakdown by village is as follows: Triel village received 906 certificates (330 families); Prey Veng village, 1,358 certificates (194 families); Srah Sambour village, 1,043 certificates (670 families); Thnal Keng village, 2,279 certificates (1,995 families); and Am Thong village, 711 certificates (495 families). HE Noun Pharat stated that the achievements of the provincial land department significantly contribute to the implementation and development of the government's land policies. He emphasized that these efforts strengthen land tenure security and reduce land disputes. Furthermore, the land registration process enhances the market's role in increasing state revenue through stamp duties and annual property tax collection. During the event, HE the Governor briefed the residents on the current situation in Cambodia, particularly the government's commitment under HE Prime Minister Hun Manet to protect Cambodia's territorial integrity and the progress of reconciliation efforts under the UN Convention on the Law of the Sea (UNCLOS) with Thailand. HE Noun Pharat highlighted the importance of expediting land registration across all villages and communes. This includes notifying landowners, cooperating in clearly demarcating boundaries for roads, ponds, and irrigation canals, and facilitating the resolution of boundary disputes or land claims. He explained that land registration clarifies the distinction between state and private land, defines boundaries and ownership rights, and establishes a dispute-free land-use environment, thereby contributing to conflict reduction and poverty alleviation. He added that a land title deed, being legally protected and government-guaranteed, allows citizens to leverage it for economic benefit and improve their family's living standards. Finally, HE Noun Pharat urged the residents to cooperate with the technical team from the department during the public display of land parcel data.
