Vietnam Fosters Innovation Culture as Part of National Development Model Shift

Vietnam is actively promoting the cultivation of an innovation culture as a crucial step towards transforming its national development model. Resolution No. 19-NQ/TW, adopted on July 28, 2026, by the third plenum of the 14th Central Committee, signifies a strategic shift in Vietnam's development thinking, clearly moving the focus from mere economic growth to the renewal of the national development model. Under this directive, reforms are underway in the education sector to overhaul the appointment mechanisms for professors and associate professors, in conjunction with the expansion of university autonomy. This is seen as foundational work to enhance creativity and independence within academia, thereby fostering innovation. In the capital, Hanoi, efforts are being intensified to promote innovation in the culture and sports sectors, with expectations for revitalized content development and service provision. Furthermore, in the central city of Da Nang, the role of innovation in the development of the cultural industry is being emphasized. These initiatives collectively suggest that Vietnam is positioning creativity and technological advancement as the nation's driving forces for its next stage of economic development, aiming for a societal cultural transformation to support this goal.
