Senior Lieutenant General Le Quang Dao is 55 years old and hails from Ninh Binh province. He served many years in the Lang Son provincial Border Guard force. Since 2001, he held various positions including combat assistant, deputy commander and head of the Huu Nghi International Border Gate, commander of the Huu Nghi International Border Gate Border Guard Post, and commander of the Tan Thanh Border Guard Post. From 2011 to 2019, he served as Deputy Chief of Staff, Chief of Staff, Deputy Commander, and then Commander of the Lang Son provincial Border Guard. In January 2020, he was appointed Deputy Chief of Staff of the Border Guard, later serving as Deputy Commander and Chief of Staff of the Border Guard. In October 2021, he was transferred and appointed Commander of the Vietnam Coast Guard.
