Cambodia Establishes New 'Unity Command' Decree to Strengthen Provincial Administration

The Cambodian government has issued a new sub-decree to establish and operate 'Unity Commands' within each provincial administration. This decree aims to define the composition, roles, responsibilities, authority, and work procedures of these commands at the capital, provincial, municipal, district, and commune levels. The primary objective is to strengthen the role, responsibility, and participation of sub-national administrations in maintaining security, public order, social safety, protecting forest resources, fisheries, and natural protected areas, as well as preventing, curbing, and suppressing various offenses throughout the Kingdom of Cambodia. This move is seen as an effort to enhance administrative control and improve the capacity for swift and effective response to local issues. It specifically targets the reinforcement of crackdowns on deforestation, illegal fishing, and other illicit activities that have been a growing concern. Under the long-standing rule of former Prime Minister Hun Sen, Cambodia has maintained a centralized governance system. This sub-decree can be interpreted as a measure to further consolidate this system by clarifying powers and responsibilities at the local administrative level, thereby facilitating the effective implementation of central government policies and laying the groundwork for national stability and development.
