He emphasized that improving the livelihoods of farmers is a top priority for the government, a commitment that continues from the era of former Prime Minister Samdech Techo Hun Sen to the current mandate under Prime Minister Samdech Moha Bovor Thipadei Hun Manet. The government's "Pentagon Strategy" Phase 1 and other priority policies are designed to uplift the agricultural sector and ensure price stability for agricultural products. Dr. Thach also pointed out the government's active intervention to resolve agricultural product congestion and explore new markets, especially following changes in border trade dynamics with neighboring countries. He suggested that some crises have also created opportunities for Cambodia to strengthen its processing capabilities and expand its own exports. Farmers with plans to process agricultural products are encouraged to apply for ARDB loans at reasonable interest rates to expand investments in cultivation, animal husbandry, aquaculture, and small to medium-scale agricultural processing. He stressed the importance of investing in appropriate greenhouse facilities and technology to mitigate risks from climate change and crop diseases, advocating for technical training before expanding investments to ensure quality production and market access. Furthermore, Dr. Thach called on farmers to unite into groups or communities to increase product volume, meet quality standards, and enhance their negotiation power with the market. The Techo Farmers Network Association will serve as a bridge connecting farmers with markets, financial institutions, and state agencies, while also acting as a shield to protect farmers' interests for the sustainable development of Cambodia's agriculture.
