Vietnam: Need for Governance Mechanisms Tailored to Post-Merger 'Urban Communes'

In Vietnam, particularly Ho Chi Minh City, administrative mergers have led to rapid urbanization and high population density in traditional 'xã' (communes). However, governance mechanisms remain largely unchanged, causing delays in public services and infrastructure development. There is an urgent need to establish new governance models that align with the realities of urbanization.
