Vietnam: Heavy Rains Flood Apartment Underground Parking, Disrupt Elevators

In central Vietnam, particularly in Vinh City, Nghe An Province, a critical situation has arisen where the underground parking lots of numerous high-rise apartment buildings have been submerged due to several days of record-breaking rainfall. This situation is causing significant disruption to the daily lives of residents. The flooding progressed rapidly, turning the underground parking areas into scenes of water pouring in like a "waterfall." Consequently, vehicles parked in these lots have been damaged by submersion. Furthermore, the flooding in the parking lots has impacted the building's overall infrastructure, with reports of elevator operations ceasing. Elevators are an essential mode of transport in high-rise buildings, and their shutdown makes daily life extremely difficult, especially for the elderly and families with young children. Residents have voiced dissatisfaction regarding the building management's systems and the inadequacy of drainage facilities. In Vietnam, which has experienced rapid urban development in recent years, the construction of high-rise apartments has surged. However, concerns are being raised that the accompanying infrastructure development and disaster preparedness measures have not kept pace. The damage caused by the recent heavy rains has underscored the vulnerability of Vietnam's urban infrastructure and the challenges in adapting to extreme weather events exacerbated by climate change. Authorities are currently assessing the damage and working on recovery efforts, but the possibility of similar incidents occurring in the future cannot be ruled out. Ensuring the safety of residents and constructing more resilient urban infrastructure are urgent priorities.
