Cambodia Assures High Standards of Fairness and Transparency in Civil Servant Recruitment Exams

Cambodia is undertaking efforts to ensure the highest levels of fairness and transparency in the civil servant recruitment examinations for the Ministry of Justice and the Ministry of Planning. Deputy Prime Minister Hun Many, who also serves as the Minister of Public Function and the Chairman of the Recruitment Examination Committee, directly supervised the selection of examination questions and the appointment of examiners. The process for selecting examination questions was conducted rigorously and meticulously, choosing from a pool of questions prepared by expert instructors and professors. This evaluation prioritized the professional standards, expertise, and specialized knowledge that the respective ministries seek. The mechanism of the Deputy Prime Minister directly selecting the examiners before the exam commences is a crucial measure to eliminate all risks and absolutely guarantee that no individual can know or see the content of the examination questions before the designated time, serving as the most effective shield against leaks. These efforts and the high level of attention paid to selecting the examination question supervisors reflect the strong commitment of the government and the Ministry of Public Function to promote meritocracy, transparency, justice, inclusivity, and efficiency. This ensures the selection of human resources with genuine capabilities to serve the state. On the morning of September 14th, 566 candidates (237 of whom are women) arrived at the examination center for the Ministry of Justice civil servant recruitment, exuding confidence. The venue, the Royal School of Administration, was meticulously organized and presented a solemn atmosphere. The candidates, dressed appropriately, displayed readiness, with smiles and a high degree of discipline. To ensure equality and transparency in the competition, all candidates actively cooperated with the working group. After undergoing strict checks of electronic devices and document verification at the entrance gates, and having their identification documents cross-checked with the proctors, they proceeded to their respective examination rooms and desks. This diligent adherence to regulations demonstrates a high sense of responsibility, as future legal professionals and civil servants, aiming to contribute to the elevation of justice in society, starting from this initial competitive step.
