Vietnam Shifts Strategy to Build National Resilience, Advances Administrative Reform and Diplomacy

The Communist Party of Vietnam Central Committee, at its third meeting of the 14th tenure, has positioned the building of national resilience as a new strategic shift. The objective is not to eliminate all possible risks but to strengthen the country's ability to adapt and recover when disruptions occur. This strategic shift is considered a response to the increasingly uncertain global landscape, leveraging Vietnam's rapid economic growth and geostrategic advantages for deeper integration with the international community. Domestically, administrative reform continues to be a key issue. Leaders have warned against fragmented decision-making due to administrative borders hindering development and emphasized the need to prevent the hollowification of reforms. This is also linked to the long-standing challenge of balancing centralized decision-making within Vietnam's one-party system with local execution capabilities. In terms of diplomacy, Vietnam is clearly signaling its intent to play a leading role within ASEAN. The Minister of Foreign Affairs has expressed a commitment to strengthening cooperation with ASEAN nations and promoting political trust and comprehensive cooperation through the sharing of legislative experience. Furthermore, efforts are underway to enhance bilateral relations, including exchanges with the Philippine Navy and deepening defense cooperation with Russia. This is seen as part of Vietnam's strategy to maximize its national interests while maintaining geopolitical balance amidst complex relations with China. Additionally, Vietnam is proceeding with its accession to the Apostille Convention, an international document certification system, which is expected to facilitate the global circulation of Vietnamese public documents. This move aligns with Vietnam's broader strategy of strengthening international cooperation to support its economic growth. Building on its history of pursuing independence and peace, Vietnam continues to express gratitude to those who have contributed to national construction and defense. This remains a crucial element in maintaining domestic unity and boosting national morale.
