Vietnam Proposes Leveraging Overseas Talent for AI Development

To accelerate Vietnam's AI development, overseas Vietnamese scientists have proposed establishing concrete mechanisms to leverage overseas Vietnamese (OVs) as a strategic resource for the country. Prof. Dr. Nguyen Van Tam, Chair of the Department of Computer Science, Data and Artificial Intelligence at IP Paris, highlighted that Political Bureau Resolution No. 23-NQ/TW designates overseas Vietnamese as one of the country's important strategic resources. He urged that this resolution be translated into practical policies to foster deeper participation of OVs in the nation's scientific and technological development, particularly in the field of Artificial Intelligence (AI). The Vietnamese Communist Party's Political Bureau views overseas Vietnamese as an indispensable human resource for national development and has adopted a policy to encourage their contributions. This resolution is interpreted as a shift in the policy approach towards OVs. However, Prof. Tam emphasized the need for concrete institutional designs that enable OVs to substantially contribute to Vietnam's science and technology, especially in the rapidly growing AI sector. This includes strengthening intellectual property rights protection and facilitating access to research and development, ensuring the resolution moves beyond mere policy statements. Vietnam has been strengthening its intellectual property system to sustain economic growth and secure export markets. The expertise and networks of OVs in the AI field hold significant potential to enhance Vietnam's international competitiveness and drive technological innovation. Prof. Tam's proposal is expected to be a crucial step towards strategically acquiring and nurturing talent, enabling Vietnam to achieve global leadership in AI.
