Cambodia Shares Outcomes of International Conference on Combating Tech Scams, Outlines 4 Core Messages

Cambodia has announced the outcomes of an international conference aimed at combating tech scams, highlighting four core messages that will guide future efforts. Minister of Information, H.E. Net Pheaktra, who also serves as the Chairman of the Information and Dissemination Sub-committee of the International Conference on Combating Tech Scams, stated that following two days of discussions, four key pillars have been identified. The first core message is "Responsibility." All stakeholders, including governments, law enforcement agencies, technology companies, financial institutions, international organizations, and the public, must share the responsibility to take decisive action against the challenge of tech scams. The second is "Results." The commitments made during the conference should translate into measurable and concrete actions and outcomes. Policies, legal frameworks, and enforcement mechanisms that prevent scams, protect victims, disrupt criminal networks, and bring perpetrators to justice are required. The third is "Unwavering Commitment." Sustained will and commitment are essential to dismantle and eradicate online scam networks. As long as these criminal networks continue to evolve, our efforts must also continue, adapting to the problem's evolution and maintaining a firm stance based on the rule of law. The fourth is "Partnership." No single country or organization can tackle this complex challenge alone. Strengthening effective international partnerships, coordination, and ensuring adequate resources are indispensable in countering tech scam networks. Enhanced cooperation in information sharing, investigation, technology, capacity building, and cross-border law enforcement will be crucial for future work. H.E. Net Pheaktra further emphasized that for Cambodia, the conference served as an opportunity to further strengthen law enforcement within the country and build partnerships with the international community. He advocated for an approach of "cooperation, mutual support, and mutual encouragement," noting that tech scams are not an issue for any single country alone. He explained that criminal networks can use the territory of one country to commit offenses against victims in another, while masterminds and illicit financial flows might be located in different nations, making it impossible for any single country to effectively combat this crime independently.
