Vietnam, France Forge Stronger Comprehensive Strategic Partnership

General Secretary of the Communist Party of Vietnam (CPV) Central Committee and President To Lam affirmed that Vietnam always attaches importance to its relations with France, its first comprehensive strategic partner in the European Union. General Secretary of the CPV Central Committee and President To Lam, his spouse, and a high-ranking Vietnamese delegation will pay a state visit to Russia and an official visit to France, and attend the International Space Summit in Paris from September 7 to 12. This visit to France is expected to further deepen the cooperative relationship between the two countries. Furthermore, President To Lam hosted a reception in Hanoi on September 4 for outgoing French Ambassador to Vietnam Olivier Brochet, commending his contributions to strengthening bilateral relations during his three-year tenure. Vietnam is shifting from a "governance-oriented" approach to lawmaking toward an "adaptive" and development-enabling approach, ensuring sufficient flexibility to harness new technologies while upholding core principles and values as well as system security and safety. This demonstrates Vietnam's policy flexibility in responding to rapidly changing international situations and technological innovations. Under Vietnam's one-party system, the Party's leadership plays a crucial role in the nation's development strategy. General Secretary and President To Lam stressed that the value of the Party's resolutions and directives must be measured by their ability to address practical problems and bring about changes that people can see and feel. This indicates Vietnam's emphasis on the practical effectiveness of policy implementation. In terms of economic growth, Prime Minister Le Minh Hung, during the government's regular meeting on September 3, asked ministries, sectors, and localities to clearly define tasks and key solutions in each area, particularly efforts to achieve the 10% growth target for this year.
