Russian Navy Training Fleet Delegation Meets with Preah Sihanouk Provincial Deputy Governor

On September 11, 2026, in Preah Sihanouk Province, Cambodia, a delegation from the training vessel 'Perekop' of the Russian Federation Navy's Baltic Fleet held an official meeting with Mr. Min Kumphea, Deputy Governor of Preah Sihanouk Province. Deputy Governor Min Kumphea welcomed the Russian Navy delegation and its crew to Preah Sihanouk Province, celebrating the 70th anniversary of diplomatic relations between the two countries, established in 1956. He emphasized that despite the geographical distance, the peoples of both nations have fostered close ties, mutual cooperation, and respect in all sectors. During the meeting, Deputy Governor Min Kumphea elaborated on Preah Sihanouk's geographical characteristics and economic potential. The province contributes to economic development through sectors such as construction, real estate, industry, commerce, tourism, agribusiness, and its deep-water port. He also highlighted the importance of its diverse transportation infrastructure, including land routes like National Roads 3 and 4, expressways, and railways; an international airport with a 3,300-meter runway; and a deep-water international port that handles approximately 70% of import-export cargo, facilitating global trade. The Cambodian government has designated Preah Sihanouk Province as a multi-purpose model special economic zone, aiming to transform it into an international gateway and a hub for industry and production. This initiative seeks to strengthen connectivity with ASEAN and global markets, promote modern, technologically advanced industrial and production activities, and harmonize with environmental protection and conservation efforts, thereby serving as a new core engine for national economic growth and development. Rear Admiral Vyacheslav SYTNIK, Commander of the Russian Navy's Baltic Fleet training vessel and Rector of the Baltic Naval Institute, expressed gratitude for the warm welcome and acknowledged the progress in cooperation between the two governments. He conveyed his hopes for further expansion of cooperation between the two governments and stated that the Russian Federation supports Cambodia's progressive steps. The current port call by the training vessel aims to strengthen research and cooperative relations between the navies of the two countries. Admiral Sytnik expressed regret that the current visit is only for two days, citing numerous other missions. He stressed the importance of pushing forward efforts and promoting joint research. He also pledged to continue strengthening solidarity, friendship, and cooperation between the two countries and their respective navies.
