Cambodia Reports Grave Human Rights Abuses and Thai Military Rape Case to UN Official
Cambodia has reported grave human rights abuses, including discrimination against Cambodian migrant workers, cross-border attacks by the Thai military, and a rape case involving a Cambodian female worker, to the UN Human Rights Office (OHCHR). This also covers damages around Preah Vihear Temple.
Cambodia has reported grave human rights abuses, discrimination against Cambodian migrant workers, cross-border attacks, and a case of rape of a Cambodian female worker by Thai military personnel to the representative of the UN Human Rights Office (OHCHR) in Cambodia. The report was made during a meeting between Mr. Keo Remy, Minister Attached to the Prime Minister and Chairman of the Cambodian Human Rights Committee, and Ms. Matilda Bogner, UN Human Rights Representative for Cambodia, on the afternoon of July 7, 2026. Both sides agreed to strengthen cooperation in the field of human rights. During the meeting, Minister Keo Remy raised concerns about various actions by the Thai side and the actual situation along the Cambodia-Thailand border, which he stated severely violate international law, particularly human rights law and international humanitarian law. These include discrimination against Cambodian migrant workers living and working in Thailand, as well as threats and various forms of violence. Furthermore, he reported a brutal rape case of a Cambodian female migrant worker by Thai military personnel as she was returning to Cambodia from Thailand. Mr. Keo Remy further stated that the Thai military is attacking indiscriminately, encroaching deep into Cambodia's sovereign territory using heavy weapons, cluster bombs, toxic gas, and fighter jets such as F-16, Gripen, and T-50. This has caused damage to private and public property, including Preah Vihear Temple, a World Heritage site, and resulted in over 640,000 displaced persons. He added that the Thai military is attempting to create new realities on the ground by destroying residents' homes and constructing new infrastructure in the occupied and illegally held areas, as well as looting Cambodian citizens' property by Thai troops. The Cambodian side expressed concern that despite the ceasefire agreement on December 27, 2025, over 20,000 displaced persons have not been able to return to their homes due to the illegal occupation of Cambodian territory by the Thai military, the deployment of barbed wire and containers, and the destruction of Cambodian citizens' homes. In response, Ms. Matilda Bogner expressed her gratitude for the shared information and affirmed that OHCHR is closely monitoring the situation along the border and has met directly with Cambodian displaced persons to understand their living conditions.
