Quang Ninh, Bac Ninh Proposed to Become Centrally-Governed Cities

The Vietnamese government is set to submit proposals to the National Assembly for the establishment of Quang Ninh and Bac Ninh provinces as centrally-governed cities. Minister of Home Affairs Nguyen Tien Hai stated that the establishment of these two cities and 12 wards in Bac Ninh meets all political and legal requirements and is consistent with the national master plan, plans for the urban and rural system, the Red River Delta region, provincial plans, and general urban planning schemes. This elevation is part of Vietnam's urban development strategy, aiming to enhance administrative capacity in economically vital regions and further stimulate economic growth. Quang Ninh province, known for its rich natural and tourism resources, has been developing as an economic zone. Meanwhile, Bac Ninh province has seen rapid development as a hub for high-tech industries and has an ambitious goal to be among the world's top 50 smart cities by 2030. Under its one-party system, Vietnam prioritizes economic growth and actively attracts foreign investment. Such city upgrades are expected to empower local administrations, enabling faster decision-making and boosting economic activities. In particular, strengthening domestic economic autonomy and competitiveness is crucial for Vietnam's national strategy, especially given its complex relationship with China. If approved by the National Assembly, these regions will gain broader authority, driving development plans forward.
