Vietnam to Receive Over $221 Million in UN Development Resources

Minister of Finance Ngo Van Tuan and heads of three leading UN development agencies – UNDP Administrator Alexander de Croo, UNICEF Executive Director Catherine Russell, and UNFPA Executive Director Diene Keita – exchanged the Country Programme Documents (CPD) for the 2027–2031 period between the Government of Vietnam and these respective agencies. The total value of these resources is over $221 million. General Secretary of the Communist Party of Vietnam Central Committee and President To Lam delivered an important address at the high-level general debate of the 81st session of the United Nations General Assembly (UNGA) at the UN headquarters in New York on September 22 (local time). General Secretary and President To Lam emphasised that Vietnam chooses peace, cooperation, and development. As an active member, a trustworthy partner, and a responsible nation, it will persistently work with other countries to strengthen the UN, uphold international law, and translate commitments into tangible benefits for the people, thereby building a peaceful, equitable, inclusive, and better world for all. Vietnam plans to connect its national digital identification application VNeID with the electronic identification systems of Singapore and Laos, with a view to expanding the connection to other ASEAN countries. The Ho Chi Minh City Red Cross Society and the Red Cross Society of China are expected to grow increasingly close, helping strengthen the foundation of friendship and bring the Vietnam-China comprehensive strategic cooperative partnership into a new phase of more substantive cooperation. VNA General Director Vu Viet Trang said that the VNA is developing a three-pronged approach to fact-checking: verifying information at the source; utilising technology to scan for and flag potentially false information; and establishing rapid fact-checking channels, thereby affirming its role as a key national news agency. The Vietnamese Embassy in the Republic of Korea (RoK) has completed citizen protection measures and assisted 10 Vietnamese sailors who faced difficulties in the country in returning home. Deputy Prime Minister Le Tien Chau emphasised that restructuring does not mean reducing training capacity. Training enrolment could increase if it meets actual demand. Vocational education institutions transferred to local management should serve not only their respective localities but also the human resources needs of their regions and the country. A total of 67 teams, including 65 international and two Vietnamese teams, with 320 contestants will compete at the event. Addressing a meeting of the municipal Steering Committee for Combating IUU Fishing on September 21, Pham Thi Na, Deputy Director of the municipal Department of Agriculture and Environment, reported that all local fishing vessels had been updated in the national fisheries database (VNFishbase) as of September 15, while nearly 95% of vessels of 15 metres or longer had been equipped with vessel monitoring systems (VMS). The draft law follows a new legislative mindset under the Political Bureau’s Resolution No. 66-NQ/TW on reforming lawmaking and enforcement to meet development requirements in the new era. Accordingly, the law would provide framework and principle-based regulations, while frequently changing matters would be assigned to the Government, ministries, sectors, and localities for regulation.
